Mr. Ewing, I think I feel similar things to my good-old Sony Ericsson K790i. It's always in my pocket; ready to shoot whenever needed.
Iphone4? I must be a pilot first :)
I believe there is a form that one can fill out to report GPS "outages".
Not sure if it's worthy of your time to do so.

I did report the problem, though I don't know if it was a problem with our equipment or something else. It only took a few minutes to fill out the form.
